DAVID TREHERNE SPECIAL EDUCATION POLICIES AWARD
Guidelines:
1. The Canadian Council for Exceptional Children
A. David Treherne Special Education Policies Award
shall be presented to a school board or a publicly
supported policy making body in Canada in recognition
of the comprehensive special education policies
it has established which are consistent with the
policies of The CCEC.
2. The policies will:
a) cover all exceptionalities and all ages served
by a school board or other policy making body;
b) include all aspects of special education as
defined in such CCEC policy statements as: A Matter
of Principle, We Are Not Alike, BC Public Policy-On
Behalf of Exceptional Children;
c) maximize integration of exceptional children;
maximize individual program planning, and maximize
parent/teacher involvement;
d) be written and be available for reference in
a document that is flexible and kept up-to-date;
e) be currently in effect in the area(s) serviced
by the school board or other policy making body.
3. Nominations must be sent to the Chairperson
of the National Governmental Relations Committee.
a) By October 1, the Chairperson of the National
Governmental Relations
Committee shall contact the members of the Committee
directing them to solicit nominations for the
A. David Treherne Special Education Policies Award.
Information and criteria pertaining to the Award
will be included.
b) By October 31, provincial members of the Canadian
Governmental Relations Committee shall solicit
nominations for the Award by contacting school
boards and/or other policy-making bodies and The
CEC Units or members within their provinces.
Guidelines (con't):
c) Three copies of the nomination form including
three copies of all
supporting documentation must be received no later
than the last day of January
by the chair of the Canadian Governmental Relations
Committee.
d) Provincial nominations must be reviewed and
submitted by the Federation Executive. If no Federation
exists, then the Chapter must review and submit
the document. If circumstances exist that there
is no chapter, the submission will be sent directly
to the Chair of the Canadian Governmental Relations
Committee.
e) The Canadian Governmental Relations Committee
will review the nominations. The CCEC Board of
Directors will approve of the recipient(s) at
its Spring Meeting.
4. One or more nominees may be selected to receive
the Award.
5. In the absence of nominations that meet the
specific criteria, the Award may not be presented.
6. The Award shall be a Certificate.
7. Copies of the winning policies shall be made
available from The CCEC at a nominal cost.
BIOGRAPHY OF A. DAVID TREHERNE
(April 29, 1931 - September 5, 1984)
Arthur David Treherne, or "Dave" as
he was known to all who met him, was born on April
29, 1931, and spent his childhood growing up during
the great depression on a drought stricken farm
near Central Butte in rural Saskatchewan. Following
completion of high school and Teachers' College
in Moose Jaw, Dave taught in various rural Saskatchewan
communities. Dave completed his undergraduate
programs at the University of Toronto and the
University of Manchester, England.
In his professional career, Dave served as a teacher,
educational psychologist and special education
consultant. Dave also worked actively on behalf
of exceptional children and youth through organizations
like Mental Health Saskatchewan, the Saskatchewan
Association for the Mentally Retarded and, for
twenty years, The Council for Exceptional Children.
The Council for Exceptional Children was a particularly
appropriate vehicle through which Dave could work
to achieve his vision - a vision of a world made
for all children and in which they could grow
and enjoy the beauty of life and love. As an active
participant in CEC, he held a variety of executive
positions locally, provincially, nationally and
internationally. He represented Saskatchewan on
the International CEC Board of Governors for two
terms, served on the executive committee of the
Canadian CEC for several years and as its chairman
in 1976-1977. Dave also represented Canadian CEC
members on the Executive Committee in the role
of Canadian Governor-at-Large during 1977-80.
As a result of his training, experience and his
involvement in CEC, Dave became particularly interested
in, and an advocate for, the establishment of
public policy at all levels of the governance
of services for children, and especially exceptional
children. Dave was a key Saskatchewan participant
in the development of the national study, One
Million Children (1971). He co-authored, with
Robert Sanche, Earl Grigg and Tom Dice, the publication,
A Matter of Principle: Principles Governing Legislation
for Children with Special Needs. He was an early
advocate within the human service system for seeking
greater collaboration and coordination in serving,
exceptional children, particularly within government
through departments of Education, Health, and
Social Services.
Dave will be remembered for many personal endearing
qualities, qualities of leadership, unbound patience,
idealism and rationality, and as a man of peace.
As a professional, his gentle and welcome intrusiveness
gained him the privilege of meeting many of the
leaders in the field of special education.
In naming this award in honour of A. David Treherne,
The Canadian Council for Exceptional Children
honours an early advocate in Canada for the development
and articulation of public policy at all levels
of the governance of educational and related services
for exceptional children.
