JOHN McINTOSH CHAPTER AWARD
Guidelines:
1. The Canadian Council for Exceptional Children
Dr. John McIntosh Chapter Award shall be presented
to a CEC Chapter in recognition of its outstanding
activities during the preceding year, or over
a period of years.
2. a) The Award shall be given for achievement
related to one or more of the
following:
" Program
" Community Contribution
" Inter-agency Involvement
" Innovative Activities
" Membership Growth and Development
" Organizational Effectiveness
" Direct Service
b) The submission must indicate for which of the
above areas the nomination is being made.
3. One or more nominees may be selected to receive
the Award.
4. In the absence of nominations that meet the
specific criteria the Award may not be presented.
5. The Award shall be a certificate and a cash
award of $200, provided jointly by the Board and
the Dr. John McIntosh Memorial Fund. In the case
of joint recipients, the cash award shall be shared
equally.
6. Three copies of the nomination form and all
supporting documentation must be received no later
than the last day of January.

BIOGRAPHY
OF DR. W. JOHN McINTOSH
Dr. John, as he was affectionately known among
his CEC friends, had a most enviable pre- and
post-retirement record in his work for exceptional
children. With a solid rural background behind
him, he left Huron County for Toronto where he
eventually completed three degrees at the University
of Toronto: a B.A. in Philosophy; M.A. in Social
Philosophy and a Ph.D. in Educational Psychology.
After twenty-three successful years of teaching
in vocational schools in the Toronto system, Dr.
McIntosh was appointed School Inspector with the
North York Board of Education. During a fourteen-year
period in this position, he developed a comprehensive
service system, which included some of our most
modern concepts in Special Education such as normalization,
integration, and mainstreaming.
Dr. McIntosh was the author of a number of publications
and articles on special education, general editor
of Canadian Ginn Basic Readers, 1962, and a contributor
for many years to the work of the Canadian Committee
of The Council for Exceptional Children (known
today as The CCEC). He was a former President
of the New Education Fellowship, Toronto; Ontario
Federation CEC; Toronto Teachers' Council; Chairman
of the International Relations Committee, CEC;
and member of Phi Delta Kappa Educational Fraternity.
He was a member of the Accreditation Committee,
Ontario Department of Health for homes and institutions
for emotionally disturbed children, and a member
and Past Chairman of the Special Education Committee
of the Metropolitan Toronto School Board.
In recognition of his many years of service on
behalf of exceptional children, the North York
Chapter of the CEC presented Dr. McIntosh with
a "Life Membership" in May 1968. He
retired the following August, but still energetic
and ready to serve, he became the first General
Secretary of the Canadian Committee of the CEC.
Through his personal dedication and effort he
brought the organization from a small group of
members scattered across the country to a strong
force capable of having a significant effect upon
the welfare and education of exceptional children
and youth in Canada. Dr. McIntosh retired from
his position in July 1974. In October of that
year, he was awarded The CEC Outstanding Achievement
Award at the National Congress in Ottawa.
Dr. McIntosh died of a heart attack on April 4,
1979. At that time Special Education, the Ontario
Federation of The CEC and The Canadian Council
for Exceptional Children lost a tireless worker
and a great friend.
