BIOGRAPHY OF MISS JOAN KERSHAW
It is important to record Joan's influence and impact on special education in Canada during the 1950s, 60s and 70s in the archives of The Canadian Council for Exceptional Children. Until her untimely death in 1975, Joan was a loyal CEC member, a woman who spent her life helping special children, bringing new ideas and skills to their teachers, and understanding to their parents.

Joan was admired as a leader and as a lecturer with the Special Education Teacher's courses. She set high standards of work and insisted on a demanding learning pace for herself and for all who worked for her. Teachers across the Province of Ontario and beyond showed their appreciation by seeking out workshops and conferences where she was speaking, to meet and be challenged by the dynamics of her commitment to the education of special children.
Joan was born and received her training in England where she taught in residential schools for the educable mentally retarded, the orthopedically handicapped, and the cerebral palsied.

In September 1953, she began her employment with the Toronto Board of Education, which continued until her death in 1975. Joan's contract with Toronto began with the teaching of a girls' academic-vocational class, followed by an aphasic class. Positions of responsibility followed, including Special Education Consultant and Coordinating Consultant in the areas of slow learners, orthopedically handicapped, aphasic, limited vision, health impaired and perceptual handicapped at the elementary and secondary school levels.

In September 1972, Joan enrolled in the Ph.D. program at the University of Michigan. Her dissertation THE EFFECTS OF LANGUAGE BACKGROUND AND SOCIO-ECONOMIC STATUS SCREENING PROCEDURES FOR THE EARLY IDENTIFICATION OF THE LEARNING PROBLEMS was completed and printed by the Toronto Board of Education.
Joan was an enthusiastic, committed out-spoken member of Chapter 56, The Canadian Council for Exceptional Children. She held positions of responsibly at the local chapter level, the Ontario, Canadian and International levels. She is well remembered as the editor of Special Education in Canada (later renamed The Canadian Journal for Exceptional Children) and for her controversial column in the same magazine.

Joan Kershaw, a master teacher, a humane administrator, and an exceptional human being was a planning coordinator of the 1975 Provincial Conference at the time of her death. The title of this conference was "The Teacher Is The Key".
